That sounds totally fair! I think as a gesture of respect to his cape's autonomy (lol) I'll go with the second option, where it's for now the extent of its power will be to flow in the wind looking dorky as hell dramatic and cool with the option of maybe bringing true magical life back to it later as a plot gain.
