Yes, absolutely! The Pavillion is a full city borough unto itself and would have shops of all kinds, including clothing stores. These would be mixed in among restaurants and food areas like any city. The only thing about the Diadem is that there is no mass production common to modern living; all the clothing stores are a bit like thrift stores or outlet malls with their selection. Stock is not consistent, and while shopkeepers do their best to organize it, it's fairly haphazard.
This would apply to fashion styles, too. You can assume the majority is modern-ish such as jeans, boots, shirts, leather jackets, etc. Some selections will veer slightly more futuristic while others are retro (50s, 60s, 70s). At the same time, the oddness of the diffusion zones and the world's population means nothing says there isn't a seamstress making Viking robes at a shop stand somewhere, in the style she knows from her realm.
As for purchasing it, she can indeed rack up more debt if you want, but it'd also be entirely okay if you wanted to say she did a couple of odd jobs and has some spare cash!
